1. Tennessee Titans, Top Draft Pick Prediction: Cam Ward, QB, Miami

Previous selection in Mock Draft 4.0: Cam Ward, QB, Miami

Many around the league consider this a done deal already.

The bookmakers do, as well.

Ward to be the first overall pick is -10000 on DraftKings.

Who Calls the Shots in the Titans Draft Room?

Mike Borgonzi (first year) joins the Titans after 15 years in the Chiefs organization and will have final say over the roster. Borgonzi spent the past three seasons as Kansas City’s assistant GM, but he does not have a background in college scouting, so director of college scouting Jon Salge will likely play a critical role in the selection process. 

2. Cleveland Browns, Top Draft Pick Prediction: Travis Hunter, CB/WR, Colorado

Previous selection in Mock Draft 4.0: Abdul Carter, EDGE, Penn State

While the Browns have been able to keep people guessing throughout the draft process not just about what player they might take but also the position, it appears they are now zeroing in on Hunter, who is the most dynamic player in the draft and can immediately help the Browns on either side of the ball or both.

Hunter to be the second overall pick is -300.

Who Calls the Shots in the Browns Draft Room?

GM Andrew Berry (sixth year) has final say with input from chief strategy officer Paul DePodesta (10th year) and head coach Kevin Stefanski (sixth year).

3. New York Giants, Top Draft Pick Prediction: Abdul Carter, EDGE, Penn State

Previous selection in Mock Draft 4.0: Travis Hunter, CB/WR, Colorado

Carter had a two day visit with the Giants last week.

While he was there, he posted this picture to his social media, so I would say the meeting went well.

Carter to be the third overall pick is -265.

Who Calls the Shots in the Giants Draft Room?

GM Joe Schoen (fourth year) has final say over roster decisions. He spent the previous five seasons as the assistant general manager to Brandon Beane in Buffalo. Schoen’s background is in college scouting with the Panthers and Dolphins. 

4. New England Patriots, Top Draft Pick Prediction: Will Campbell, OL, LSU

Previous selection in Mock Draft 4.0: Will Campbell, OL, LSU

While the Patriots have been big spenders in free agency, they have yet to address their glaring holes along the left side of their offensive line, both at tackle and guard.

While they may look to trade down, Campbell is the most likely pick if they stay at four.

Campbell to be the fourth overall selection is -155.

Who Calls the Shots in the Patriots Draft Room?

Head coach Mike Vrabel (first year) has final say over personnel decisions. The team never hired a GM after Bill Belichick left, leaving Eliot Wolf in charge. Wolf remains the vice president of player personnel. Director of college scouting Camren Williams likely has a strong voice in the draft and should work well with Vrabel 一 Williams played linebacker at Ohio State while Vrabel was on the Buckeyes’ defensive staff. 

5. Jacksonville Jaguars, Top Draft Pick Prediction: Mason Graham, DL, Michigan

Previous selection in Mock Draft 4.0: Mason Graham, DL, Michigan

This feels like one of the safer bets of the draft, as long as the board falls this way.

It is a natural fit of talent and need.

Graham to be the fifth overall selection is -120.

Who Calls the Shots in the Jaguars Draft Room?

It’s unclear. GM James Gladstone, head coach Liam Coen, and VP of football operations Tony Boselli 一 all hired this offseason to roles they have never previously held elsewhere 一 will report directly to owner Shad Khan. This inevitably sets up a power struggle that will play out over the next few seasons. In the short term, they say it will be a collaborative effort.

6. Las Vegas Raiders, Top Draft Pick Prediction: Ashton Jeanty, RB, Boise State

Previous selection in Mock Draft 4.0: Ashton Jeanty, RB, Boise State

No, the Raiders are not just a running back away from being serious contenders and could go defense, but Jeanty is too good a prospect for them to pass on here.

Jeanty to be selected by the Raiders is -150.

Who Calls the Shots in the Raiders Draft Room?

It’s unclear who has final say in Las Vegas. Pete Carroll had final say over the roster in Seattle, and John Spytek is a first-year GM 一 that might tip the scales in Carroll’s favor. However, Tom Brady played a key role in hiring Spytek, who worked in the Buccaneers’ front office while Brady was there. Since Brady was reportedly running the search for GM and head coach, it’s possible he gave power to Spytek, with whom he has a closer relationship and can more easily control, if he wants input. 

7. New York Jets, Top Draft Pick Prediction: Armand Membou, OT, Missouri

Previous selection in Mock Draft 4.0: Armand Membou, OT, Missouri

The Jets may be tempted to add a playmaker on offense, but the priority should be to protect their new starting quarterback Justin Fields.

Membou to be the seventh overall pick is -115.

Who Calls the Shots in the Jets Draft Room?

Darren Mougey (first year) has final say over the roster. Aaron Glenn will have a say, but Mougey came up in the college scouting department with the Broncos, so he will likely control most draft-day decisions. 

8. Carolina Panthers, Top Draft Pick Prediction: Jalon Walker, EDGE, Georgia

Previous selection in Mock Draft 4.0: Jalon Walker, EDGE, Georgia

There is a lot of buzz around Walker recently, so it may no longer be a sure thing that he is available at eight.

If he is, it seems like a very logical pick for the Panthers.

Walker is the favorite to be the eighth overall selection at +175.

Who Calls the Shots in the Panthers Draft Room?

GM Dan Morgan (second year) was promoted from assistant GM to replace Scott Fitterer last season. Morgan has final say but likely leans heavily on others in the draft. Director of player personnel Cole Spencer and director of college scouting Jared Kirksey likely play key roles due to their experience on the college scouting side of things. 

9. New Orleans Saints, Top Draft Pick Prediction: Jaxson Dart, QB, Ole Miss

Previous selection in Mock Draft 4.0: Will Johnson, CB, Michigan

Well, this is where it gets interesting, especially with the news that Derek Carr could potentially miss the season.

There are two schools of thought here.

The first is that the Saints are now almost locked into a quarterback with their first pick.

The other is they just punt on the position and this season, resetting the roster for next year with an eye on a quarterback in the 2026 draft.

With a new head coach, I am not sure they want to go into full tank mode in year one, so I am leaning towards a quarterback with their first pick as of now.

The next question after that is which one?

It seems Dart may be more of a fit for what Kellen Moore has worked with in the past at quarterback than Shedeur Sanders.

Saints to select a quarterback with their first pick is now the favorite at -170.

Who Calls the Shots in the Saints Draft Room?

GM Mickey Loomis likely has final say, though the power dynamic has been unclear since the departure of Sean Payton (who previously had final say). Since Loomis does not have a background in scouting, assistant GM and director of college personnel Jeff Ireland likely has substantial input in the draft.

10. Chicago Bears, Top Draft Pick Prediction: Tyler Warren, TE, Penn State

Previous selection in Mock Draft 4.0: Omarion Hampton, RB, North Carolina

It seems clear that Ashton Jeanty is at the top of the Bears' wish list, but unless they are willing to trade up, it doesn’t seem likely that he will fall to them at 10.

So while they could still go with a different running back here or trade down, Warren would be a very nice consolation prize and give new head coach Ben Johnson another wrinkle he can add to his playbook.

Warren to be selected in the top 10 is -155.

Who Calls the Shots in the Bears Draft Room?

GM Ryan Poles (fourth year) has final say over roster construction. Poles was previously with the Chiefs since 2009, working under GM Brett Veach as director of player personnel.

11. San Francisco 49ers, Top Draft Pick Prediction: Kelvin Banks Jr, OL, Texas

Previous selection in Mock Draft 4.0: Jahdae Barron, CB, Texas

The Niners have done extensive work on Banks Jr. and have reportedly talked to him about playing right tackle, which would give him a clearer path to immediate playing time with a long term plan in place to eventually take over at left tackle.

Offensive lineman to be the first position selected by San Francisco is the favorite at +150.

Who Calls the Shots in the 49ers Draft Room?

GM John Lynch (ninth year) has final say over personnel decisions but works closely with Kyle Shanahan.

12. Dallas Cowboys, Top Draft Pick Prediction: Tetairoa McMillan, WR, Arizona

Previous selection in Mock Draft 4.0: Tetairoa McMillan, WR, Arizona

Most people agree that the Cowboys are likely to draft a wide receiver in this spot, but there’s disagreement over which one. McMillan is the favorite to be the first wide receiver drafted at -230.

Who Calls the Shots in the Cowboys Draft Room?

Director of player personnel Stephen Jones effectively acts as the general manager with significant input from VP of player personnel Will McClay. Obviously, owner Jerry Jones has been known to step in and make decisions as well.

13. Miami Dolphins, Top Draft Pick Prediction: Will Johnson, CB, Michigan

Previous selection in Mock Draft 4.0: Kenneth Grant, DL, Michigan

Like a lot of prospects this year, Johnson has a wide range of outcomes from top 10 to somewhere in the 20s.

It may be dependent on the scheme fit with certain teams, and Johnson would be better suited to a more zone-oriented defense, which the Dolphins ran at a top ten rate in the league last year.

Johnson to be the second cornerback selected (Travis Hunter is listed as a cornerback) is -270.

GM Chris Grier (10th year) has final say over personnel decisions but accepts significant input from Mike McDaniel.

14. Indianapolis Colts, Top Draft Pick Prediction: Colston Loveland, TE, Michigan

Previous selection in Mock Draft 4.0: Tyler Warren, TE, Penn State

Depending on which analyst you listen to, the gap between Warren and Loveland isn’t as big as some may think, and some even have Loveland as TE1.

Tight end to be the first position selected by the Colts is favored at +100.

GM Chris Ballard (ninth year) has final say over roster construction.

15. Atlanta Falcons, Top Draft Pick Prediction: Mike Green, EDGE, Marshall

Previous selection in Mock Draft 4.0: Mike Green, EDGE, Marshall

The Falcons need to address their defense with this pick and have done a lot of homework on Green, who has some red flags in his past that teams like Atlanta will have to consider.

Even so, it seems like he is in serious consideration for them.

Defensive Line/EDGE to be the first position selected by Atlanta is favored at -210.

GM Terry Fontenot (fifth year) has final say over the roster. Beginning in 2024, he likely gained more power as CEO Rich McKay (Atlanta’s former GM) took a step back from participating in the team’s day-to-day operations. Fontenot began reporting directly to owner Arthur Blank

16. Arizona Cardinals, Top Draft Pick Prediction: Mykel Williams, EDGE, Georgia

Previous selection in Mock Draft 4.0: Derrick Harmon, DL, Oregon

Arizona hosted Williams for a top 30 visit last week, and he has the versatility to help the Cardinals' defensive line both on the edge and inside.

Defensive Line/EDGE to be the first position selected by Arizona is favored at +175.

GM Monti Ossenfort (third year) likely has final say over the Cardinals roster, though the team has not officially confirmed this. Ossenfort is a former director of college scouting (Patriots) and director of player personnel (Titans), and his assistant GM is former Lions director of college scouting Dave Sears

17. Cincinnati Bengals, Top Draft Pick Prediction: Derrick Harmon, DL, Oregon

Previous selection in Mock Draft 4.0: Mykel Williams, EDGE, Georgia

The Bengals have a need along the defensive line, and Harmon checks a lot of the boxes they typically look for in a first round pick.

Cincinnati to select Defensive Line/EDGE is favored at -150.

Director of Player Personnel Duke Tobin has final say over roster construction.

18. Seattle Seahawks, Top Draft Pick Prediction: Grey Zabel, OL, North Dakota State

Previous selection in Mock Draft 4.0: Grey Zabel, OL, North Dakota State

Admittedly, this is probably the ceiling for Zabel, but it’s such a clean fit for the Seahawks, who ranked 30th in pressure rate allowed and 28th in run blocking win rate last season.

Now that they have brought in Sam Darnold, improving the offensive line is even more imperative.

Even in a career year, Darnold was 30th in EPA per play under pressure last season.

Offensive lineman to be the first position selected by Seattle is favored at -110.

Who Calls the Shots in the Seahawks Draft Room?

GM John Schneider is entering his 16th year in this role, but it will be his second with final say over the roster — Pete Carroll previously held that power. Schneider does not have a background in college scouting, so senior director of player personnel Matt Berry and director of college scouting Aaron Hineline likely have strong voices in the draft room due to their experience on the college scouting side of things. 

19. Tampa Bay Buccaneers, Top Draft Pick Prediction: Jihaad Campbell, LB, Alabama

Previous selection in Mock Draft 4.0: Jihaad Campbell, LB, Alabama

Campbell will likely have a medical red flag.

Unfortunately, that may push him down some boards, but he is still considered the clear LB1 in this class.

His draft position over/under is 18.5, and the over is -160.

GM Jason Licht (12th year) has final say over the roster. 

20. Denver Broncos, Top Draft Pick Prediction: Omarion Hampton, RB, North Carolina

Previous selection in Mock Draft 4.0: Shedeur Sanders, QB, Colorado (Giants)

I assume Denver will be getting plenty of calls to trade back here if Shadeur Sanders is still on the board, but Hampton has been a long-rumored target for Denver.

Moving out of the first round would most likely lead to them missing out on him.

Running back to be the first position selected by Denver is the favorite at +135.

Who Calls the Shots in the Broncos Draft Room?

GM George Paton (fifth year) has final say over personnel decisions. Before joining Denver, he spent the majority of his career as Rick Spielman’s right-hand man in Minnesota and Miami. It is assumed that Sean Payton has significant power as well, though the Broncos have stated Paton remains in control of the roster. 

21. Pittsburgh Steelers, Top Draft Pick Prediction: Shedeur Sanders, QB, Colorado

Previous selection in Mock Draft 4.0: Jaxson Dart, QB, Ole Miss

The Steelers are still waiting on an Aaron Rodgers decision, and even if he does ultimately decide to sign, they still need to address the future of the position.

The Steelers just brought in Sanders for a visit last week, which would hint that both sides think there is now a realistic possibility that Sanders could still be on the board here.

Pittsburgh to select a quarterback with their first selection is the second favorite at +225.

GM Omar Khan (third year) took over last year from Kevin Colbert, who ran the team for 23 years. Khan likely has final say over the roster, though it is a collaborative effort with assistant GM Andy Weidl (third year) and Mike Tomlin. Khan has been with Pittsburgh since 2001, but his background is in the administrative side of the team. Weidl joined the team from the Eagles, where he was vice president of player personnel and has extensive experience in scouting. 

22. Los Angeles Chargers, Top Draft Pick Prediction: Kenneth Grant, DL, Michigan

Previous selection in Mock Draft 4.0: Colston Loveland, TE, Michigan

Add Grant to the long list of prospects that have a wide range of outcomes.

He could go anywhere from 11 to 30, so here he lands right in the middle with his former college head coach.

Defensive Line/EDGE to be the first position selected by the Chargers is favored at +150.

Who Calls the Shots in the Chargers Draft Room?

It’s unclear who has the final say over the roster, though it is assumed that power belongs to Jim Harbaugh (second year). However, the draft is likely run primarily by GM Joe Hortiz (second year), who was the Ravens' longtime director of college scouting.

23. Green Bay Packers, Top Draft Pick Prediction: Matthew Golden, WR, Texas

Previous selection in Mock Draft 4.0: Shemar Stewart, EDGE, Texas A&M

Is this the year that Green Bay breaks the streak of not selecting a wide receiver in Round 1?

He did have a formal meeting with the Packers, which is interesting because not only do they not take wide receivers in the first round, they also do not take prospects without a full relative athletic score profile.

The meeting may be a hint that they are preparing to buck their own trends.

The oddsmakers do consider it a long shot.

The Packers to select a wide receiver with their first selection is +700.

GM Brian Gutekunst (eighth year) has final say over the roster, but Gutekunst, director of football operations Russ Ball, and head coach Matt LaFleur all report directly to president/CEO Mark Murphy. This structure theoretically gives more personnel influence to Ball and LaFleur than if they reported directly to the GM, as most front offices are organized.

24. Minnesota Vikings, Top Draft Pick Prediction: Nick Emmanwori, S, South Carolina

Previous selection in Mock Draft 4.0: Malaki Starks, S, Georgia

The Vikings could be a candidate to trade back as they only hold four picks in this draft, but if they do stick and pick, Emmanwori would be a great addition to a Brian Flores defense that needs to add some athleticism to their secondary.

Emmanwori is the favorite to be the first safety drafted at -145.

GM Kwesi Adofo-Mensah (fourth year) has final say over the roster. He has a background in analytics and previously worked under Andrew Berry in Cleveland. Since Adofo-Mensah’s background is not in scouting, director of college scouting Mike Sholiton likely plays a significant role in the draft.

25. Houston Texans, Top Draft Pick Prediction: Tyler Booker, OG, Alabama

Previous selection in Mock Draft 4.0: Kelvin Banks Jr, OL, Texas

Booker’s 3.68 Relative Athletic Score would be an outlier to be drafted in Round 1, but reports are the Texans have serious interest in him and see him as a great scheme and character fit in Houston.

Offensive lineman to be the first position selected by Houston is favored at -260.

Who Calls the Shots in the Texans Draft Room?

GM Nick Caserio has final say over the roster. This is Caserio’s fifth year with Houston but just his third year since the firing of Executive VP Jack Easterby, who played a confusing role in the organization and held significant power as well. So it’s fair to say this is only Caserio’s third year with full control. 

26. Los Angeles Rams, Top Draft Pick Prediction: Jahdae Barron, CB, Texas

Previous selection in Mock Draft 4.0: Josh Simmons, OT, Ohio State

Barron is another player with a wide range of outcomes due to the debate as to whether he can play on the outside or is solely a slot corner at the next level.

Even if he is a slot corner, he’s a great fit in the Rams defense, and they also have a need there.

Cornerback to be the first position selected by the Rams is favored at +225.

GM Les Snead (14th year) has final say over personnel decisions.

27. Baltimore Ravens, Top Draft Pick Prediction: Shemar Stewart, EDGE, Texas A&M

Previous selection in Mock Draft 4.0: Tyler Booker, OL, Alabama

Continuing with the theme of this draft, perhaps no prospect has a wider range of outcomes than Stewart, as evidenced by the 12 top 30 visits he has already been on.

In Dane Brugler’s recently released “The Beast” guide, he has Stewart as the ninth overall prospect in this class, so the Ravens would be happy to stop his fall here.

Defensive Line/EDGE to be the first position selected by Baltimore is favored at +100.

GM Eric DeCosta (seventh year as GM, 27th year in the organization) controls roster construction and has maintained a similar approach to his former boss, Ozzie Newsome.

28. Detroit Lions, Top Draft Pick Prediction: Donovan Ezeiruaku, EDGE, Boston College

Previous selection in Mock Draft 4.0: Donovan Ezeiruaku, EDGE, Boston College

There may be some other defensive lineman still available who have higher ceilings, but Ezeiruaku has the production, motor, and football character that Dan Campbell and Brad Holmes look for.

Defensive Line/EDGE to be the first position selected by Detroit is favored at -200.

Who Calls the Shots in the Lions Draft Room?

GM Brad Holmes (fifth year) has final say over personnel decisions. Holmes was a longtime director of college scouting with the Rams before joining Detroit, and managing the draft is his strength. 

29. Washington Commanders, Top Draft Pick Prediction: James Pearce Jr, EDGE, Tennessee

Previous selection in Mock Draft 4.0: Matthew Golden, WR, Texas (Patriots)

One of the aforementioned defensive linemen that may have a higher ceiling is Pearce Jr, but some character concerns may push him down the board.

However, Washington has a glaring need at the position and could be willing to take on the risk.

Pearce Jr. had the second-highest pressure rate in FBS last season.

Defensive Line/EDGE to be the first position selected by Washington is favored at +165.

Who Calls the Shots in the Commanders Draft Room?

GM Adam Peters (second year) has final say over the personnel decisions. He previously spent seven years with the 49ers, most recently as John Lynch’s assistant GM. He also previously served as the Broncos’ director of college scouting under John Elway. Head coach Dan Quinn likely has significant input in selecting defensive players, as he’s always had strong preferences on who fits his scheme. 

30. Buffalo Bills, Top Draft Pick Prediction: Malaki Starks, S, Georgia

Previous selection in Mock Draft 4.0: Nick Emmanwori, S, South Carolina

Starks, who can play multiple spots in the secondary, would immediately find a role on this Bills defense.

Safety to be the first position selected by Buffalo is +370.

Who Calls the Shots in the Bills Draft Room?

GM Brandon Beane (eighth year) officially has final say over the roster, but head coach Sean McDermott’s opinion is believed to carry equal weight. McDermott and Beane were hired together in 2017 and also worked together for six seasons in Carolina.

31. Kansas City Chiefs, Top Draft Pick Prediction: Josh Simmons, OT, Ohio State

Previous selection in Mock Draft 4.0: Walter Nolen, DL, Ole Miss

Simmons, who would be in the running for the first offensive lineman selected if not for his injury, said at the Combine that he is ahead of schedule in his rehab from a torn patellar tendon.

The Chiefs did sign Jaylon Moore in the offseason, so they can work Simmons in slowly with the goal of being a full time starter at either right or left tackle in 2026.

GM Brett Veach (eighth year) officially has final say over the roster, but Andy Reid’s opinion carries significant weight. The two have worked together since Reid hired Veach as a coaching intern in 2004, and Veach followed Reid to Kansas City in 2013. 

32. Philadelphia Eagles, Top Draft Pick Prediction: Walter Nolen, DL, Ole Miss
