1. On Field Evaluation

The simplest answer is his on field evaluation within the NFL was that he wasn't worthy of being drafted in the first three rounds.

The smartest QB evaluators I know never viewed him as worthy of being selected at or near the top of the draft.

So Sanders falling out of the first round was not a surprise.

But most of those same evaluators still thought he was worthy of being drafted on Day 2.

They were surprised he was not taken on Friday based on their on field evaluation.

That said, they could all be wrong, and the NFL evaluators, who all collectively passed on him many times over, could be right.

Or, it's the NFL evaluators who are wrong, and Shedeur could make them look silly like Tom Brady, Kurt Warner and many, many other players who annually are drafted lower than they should be.

Being drafted lower than you should be literally happens to players in every round of every draft.

Still, there are other options for why this is happening.
